SYMPTOMS OF INEFFECTIVE IT GOVERNANCE: A STUDY IN FOUR BRAZILIAN FEDERAL RESEARCH INSTITUTES

Resumo


Information Technology (IT) means an opportunity to provide strategic value and brought opportunities to increase productivity and differentiation for organizations, but it also represents a source of significant costs and risks to organizational operations. To minimize the related risks and align IT initiatives and projects with business objectives, organizations have adopted models, processes and good practices to implement effective IT Governance. This paper is the result of an exploratory case study to identify symptoms of ineffective IT Governance in four federal research institutes whose process of implementation of IT governance began in 2009, based on the model proposed by Weill and Ross (2006). To achieve this purpose, a qualitative study was developed using semi-structured interviews with IT managers of the four research institutes. The findings points out that the institutes have five symptoms of ineffective IT Governance
