This paper aims to develop a set of best practices, guidelines and consists of the main concepts of methodologies aimed at the area of software development, giving greater emphasis to the initial levels of maturity models in an objective and directed to small and medium software development companies of Santa Catarina. We tried the motivation of these companies by adopting some of these practices, thus enabling better management of their projects and consequently, products and services with quality and reliability, meeting the satisfaction of its customers. Initially, we performed an exploratory research carried out by means of literature, after the research was carried out bibliographical study. Based on the data and information collected, it was developed a methodology for managing software development projects, following the guidelines of good practice in project management recommended developers and major organs responsible for software development processes. This methodology is aimed at small and medium-sized software companies in designing their products and services, ensuring quality, reducing costs, estimating risks and monitored deadlines
