THE MAP OF TRANSPARENCY AND SOCIAL CONTROL OF THE ELECTRONIC PROCUREMENT STATE LEGISLATIVE ASSEMBLIES (ALES): CASE STUDY OF BRAZIL TO ALES

Resumo
The introduction of new technologies of information and communication technologies (ICTs) are profoundly changing the way governments conduct their auctions and shopping. Is noteworthy that Brazil in general, is advancing a lot in this field in recent years, especially in e-procurement and transparency of procurement and bidding of the Executive. However, purchases made by the Legislature does not receive due attention and publicity which the shopping carts of the Executive receive. Therefore we conducted an initial search, finding out which states have reports of bids and electronic procurement carried out by State Legislative Assemblies, as well as Congress. This resulted in a map showing the current situation of the State of the Art of transparency and social control of the shopping carts of ALEs. After this, studies of cases with the states that have some kind of transparency and the possibility of social control of the shopping carts legislative houses. The methodology used is the construction of a theoretical framework on electronic procurement and transparency and an exploratory research on online shopping portals of the states chosen. Despite all the portals state cite the existence of e-procurement portal for the promotion of transparency, none of them has a specific area for the citizens. The final also show that information technology and communication will not be promoting the rights of citizenship alone, but also depends on a culture of transparency in both the society is prepared to control and understand the Public as this act for access to information. This study is relevant to civil society oversight bodies and the government itself, in view of improving the opportunities for transparency by government.
