Public policies for higher education in Brazil: possibilities and limitations of use of distance education in the process of social inclusion

Resumo


The change of paradigms in the field of information and communication are impacting on today in the intense global society. This stems from the intensive use of new information and communication technologies (ICTs) that are generating a significant demand for an education that can meet the needs of individuals preparing to enter and interact with this new world. In this context, we intended to analyze - from the debate on the theory and the concept of distance education (EaD) - the limitations and possibilities of intensive use of distance education in the context of new public policies on education as an instrument of social inclusion in Brazil. In this effort we seek to examine the most sensitive and validity of the use of distance education in a country of continental profile and marked by diversity in an environment where continuous learning has become part in people's lives. It was fairly evident that the distance education, which despite still have several weaknesses of human resources, infrastructure and technology, is presented as an important tool in the construction of public policies of education in the country. We conclude that, the public policies of the distance education in Brazil, despite the limitations noted has been shown to be an effective instrument in the field of higher education, and thus contributing adequately to the increasing social inclusion in the country
