Resumo


This paper shows the development and the implementation results of Embrapa's technology strategy planning system based on prospective scenarios. Embrapa is a R&D institution with a lot of units that wants to supply solutions for the Brazilian rural sustainable development. The article objective is to analyze the methodology adopted by Embrapa to standard the approach of technology necessities and the integration of a prospective vision in the all units and to evaluate the results in the elaboration of their strategic technology plans. In addition, this article has the approach proposal to build a competitive intelligence system integrated to the planning model implanted. The methodology used match secondary data analysis, Delphi survey and interviews, allowing the analysis of the planning process adopted and the proposal of a competitive intelligence system to communicate, teach and develop the technology strategic management in Embrapa, integrating planning and actions.
