Technological frames adoption and use of e-commerce by small and medium sized enterprises from Região Metropolitana do Recife

Resumo
The paper analyses technological frames (interpretations, beliefs, images or symbols shared and used by people while interacting with information and communication technologies-ICTs) that represent barriers/obstacles to small and medium sized enterprises (SMEs) from Região Metropolitana do Recife (RMR) in the adoption and use of e-commerce. The literature has shown the predominance of technological determinism as something that patterns society, but therefore is not mutually patterned. The structuration theory, as the framework used here, considers ICTs used by enterprises as social constructions in which its configurational, functional and transactional processes reflect interest, values, resources and skills of those who build and use them. Some evidence found shows that the influence of the technological frames which represent barriers/obstacles to the SMEs from RMR has caused little/none significant development or innovational technology activities, specially towards e-commerce.
