Resumo
During the last two decades, in public administration literature has emerged a new paradigm based on public value creation. Public value can defined as what improves life conditions in a community and whose benefits are appreciated by that community. Defining what is valuable for the people for a given public initiative is one of the biggest challenges in public administration. Public initiative outcomes should satisfy people’s needs and expectations and, at the same time, comply with rules and regulations and follow what expert knowledge recommends according to the initiative’s nature. However, because of the characteristics of a diverse society and possible conflicts of interest, it is necessary to to detect the key stakeholders for a public initiative in order to consider their vision, making the decision making in public sector easier. In this paper, we propose a questionnaire to identify and map key stakeholders for a given public initiative. By using that questionnaire in an exports incentive program in Limeira, São Paulo, we easily mapped the key stakeholders whose view must be considered to create public value in this public program.
