Resumo
This article focuses on studying the Transparency Portal of the Brazilian Federal Senate. Based on fundamental constitutional rights and principles of citizenship, we aim to elucidate the question of publicity and transparency with regard to Government activities. Since an awareness of government expenditures and activities is everyone’s right, it is necessary to provide means where the information can be published. With the arrival of the Internet and its increasing popularity, the concept of Electronic Government (e-Government) arose and many countries adopted the idea. In Brazil, important legislative bodies such as the Federal Senate and the House of Representatives started to publish their information online in 2009. The existence of the Senate Transparency Portal is already an advance in this direction, but, compared with other Portals, it does not always conform to its proclaimed standards, and some failures can be identified. We hope this study can lead to the improvement of the Brazilian Federal Senate Transparency Portal by making criticisms, suggestions and recommendations, with a view to bringing about improvements and a better and complete access to its content.
